On 3 August 2026, the Ministry of Public Works and Transport (MPWT) held a meeting of the Special Purpose Committee (SPC) to monitor, evaluate, and support the implementation of the Integrated Vehicle and Road Traffic Management Project a key project in modernizing the management of transport operations in the Lao PDR and aligning it with digital transformation. The meeting was chaired by H.E. Mr. Lekly Sivilay, Minister of Public Works and Transport and Head of the Special Purpose Committee for the Integrated Vehicle and Road Traffic Management Project, with Deputy Ministers, representatives from relevant ministries and agencies, and the project coordination team in full attendance.

At the meeting, Mr. Chanthala Phimmachak, Director General of the Department of Transport, Ministry of Public Works and Transport, reported on the progress of project implementation since the signing of the Public-Private Partnership (PPP) concession agreement with Lao Smart Transformation Data and Technologies Co., Ltd. in early 2025. He also summarized the project's history, from the feasibility study stage, bidding process, and National Assembly approval, through to the establishment of the management team and the operations of the project company.

The project is a Public-Private Partnership (PPP), structured on a Design-Build-Finance-Operate (DBFO) basis, under which the private party designs, builds, finances, operates, and maintains the system throughout the concession period, in accordance with the standards and conditions set by the Government. The concession period is 20 years, with an implementation review of the contract conducted every 5 years regarding the project's obligations to both central and local government. The project aims to modernize the management system for vehicle registration and transport data, enabling vehicle data to be used in road traffic management with maximum effectiveness — addressing social problems linked to road vehicle use, including road accidents, penalties for traffic violators, non-payment of annual road fees, vehicle overloading, and various public services related to vehicle information, for greater convenience and speed.

In addition, the system developed under this project will serve as a reliable source of information on vehicles, vehicle owners, and related transport data, as well as a tool for collecting, analyzing, and summarizing data to support the accurate and efficient collection of fees, taxes, and government revenue related to road and vehicle use. The system will be able to exchange and provide data to systems managed by relevant sectors, within the scope of each sector's authority, permissions, and technical standards. This includes providing reference data to the Ministry of Finance for use with the TaxRIS and FinLink systems to strengthen verification and improve revenue collection efficiency; connecting with the vehicle insurance system, household registration, vehicle owners' contact information, issuance of international transport permits, and other related systems — helping authorized agencies cross-check data with one another, improve public services, enhance the efficiency of monitoring law enforcement, and make it easier for the Government to manage public services, through accurate, clear, and timely information that enables prompt decision-making while ensuring quality and timeliness.

On this occasion, the meeting also received a progress report on the project from the date the concession agreement was signed to the present, gathered comments on outstanding issues, and discussed the direction for coordination among relevant parties to accelerate project implementation and achieve the planned goals. This meeting reflects the Government's and the Ministry of Public Works and Transport's strong attention to advancing this key digital project, in order to modernize the country's vehicle and transport management, making it transparent, efficient, and supportive of the Lao PDR's long-term socio-economic development.
